Cornell CALS & more! Can anyone please chance me?

I actually copied this straight from my Yahoo! question - one which got me a somewhat depressing answer that "schools that look at transfers do not take time looking at extra curriculurs." Just coming to see what you guys think.

So I've made up my mind that I should apply for Cornell C.A.L.S. for Spring 2012. I'm an international student studying in a community college in Illinois and have been here for 9 months. Here's what I've got:

G.P.A.: 3.91 (A's but a B over the two semester. Which kinda stinks), including an Honors class

E.C.'s: Founder of an Asian students club (and we just won a marketing project on campus), Head of School Relations in Honors Programs' leadership team, P.T.K. member, working on campus

Will: complete my associate's degree before I go, get an internship, work for the college's newpaper

Also applying to: Wisconsin-Madison, U of I, U.N.C.-Chaper Hill, N.Y.U. (maybe?)

I'll take the T.O.E.F.L. test, but I'm not sure if I should take the S.A.T. as well. Cornell's Admissions do their filing from September 1 to October 1, but I can only take it in October, so I'm thinking if it'd be too late.

I'll definitely appreciate it if anyone can tell me my chances or other good options. Thanks people!
