Cornell CALS or CoE for environmental engineering?

I plan on applying to Cornell for environmental engineering but there is an option to apply to CALS and another to apply to CoE. I am having trouble finding any significant difference between the two. Can anyone tell me what differences there are between being an engineering major in CoE vs CALS? I am not a NYS resident so CALS wouldn’t give me in-state benefits. Also would the programs offered through CoE (project teams, academic excellence workshops, etc.) still apply to an engineering major in CALS?
