Cornell ILR vs Georgetown vs Dartmouth ED/EA?

Hi! This Is my first post for my first child so please excuse the logistical mistakes, if there are any. I know nothing about the college process, as it was much different years ago, and wanted some insight from you strangers, who seem more knowledgable. I know the ivies are a stretch, and I am not expecting her to necessarily attend/get admitted. However, she is a bright girl with great potential, but low stats. She is applying as a public policies major, although she does love politics. She specifically wants ILR for Cornell (in case people are asking) because she prefers to work with people and for social causes (aka not Dyson the business school).
We are Chinese American. I (mom) attended Brown University, her father attended Emory.
American Citizen, no financial aid needed
Her GPA: 3.66 UW, 4.15 W (she goes to top 3 boarding school- very well known. Does this account for her "low* GPA?)
ACT: 33 (retaking)
SAT: 1470 (retaking)
Math 2: 750 Spanish: 730 US History: 650 (retaking) Biology M: 690
Extracurriculars:

  1. Won selective School Award awarded to one female per grade (won sophomore and junior year)
  2. Writes for school’s political newspaper section monthly
  3. Dorm Prefect and Residential Assistant (RA)
  4. LGBT Co-President
  5. School Dance Choreographer and Ballet Dancer at school
  6. Robotics Club- qualified for New Englands competition
  7. Peer counselor
  8. Varsity Ultimate Frisbee (qualified for New Englands) and JV Soccer
  9. Tour Guide
  10. Sorry to be vague, but social justice summer program/shadowing experience with renowned speakers
  11. President of Christian Fellowship Club (fundraisers for local residential area as well as holiday events such as Christmas Caroling)
  12. Paid Spanish Tutor ($18/hour)

She likes Cornell ILR, but is also interested in Georgetown EA, although I don’t know if her stats are good enough for EA. She’s leaning less towards Dartmouth, but really loved her tour and is considering. Thoughts? Are her chances way too low?
(PS- yes, we are also EA’ing to our state school as well as Northeastern).

Are you NY state residents? ILR admission may be different for in-state applicants.

Also, given that she is at a top boarding school, her own guidance team is likely to be able to better evaluate her admissions options than we are. Be sure to communicate directly with them.
