Cornell Interview Question

Have a few questions about the Cornell interview myself.

Until recently, I didn't even know Cornell did interviews, except for those required by the Hotel school. But I was contacted by a Cornell interviewer just recently, but I know that not everyone gets offered an interview, since Cornell is such a large school. So my first question is:

1) Does getting offered an interview at Cornell mean anything?
Of course, there has to be enough alumni in the area to be offered an interview, and if there are a surplus, I'd assume everyone gets interviewed, but I'm pretty sure other people at my school who applied didn't get offered one. Does Cornell look at all at my stats, or if I've displayed interest, or anything, in determining that I might get an interview over another applicant from my school? Or would it all be randomly done and I'm just lucky enough to have been offered an interview?

Also, after calling my interviewer, we had trouble finding a good time. So, my other 2 questions are:
2) If there is no good time to interview, is it horrible to just politely decline the request? Would a letter go to Cornell saying I rejected the offer to interview, or would it just be neglected, such as someone who never was called?
3) Does anyone know when the last possible date to interview is?

Sorry its kind of long. Thanks for your help! :)

1) Random. Some alums unfortunately don’t get around to their assignments.

2) Ask for a phone interview. If you do decline an interview, this information will go back to Cornell and it will make you seem like you are less interested in Cornell.

3) February 22nd. But that’s the last possible date. The earlier the better.
