• I’m a participant in a scholarship in which the top 0.1% of participabts will get a Udacity Data Analyst Nanodegree for free.
My major: Electrical Engineering and Computer Science.

Is your $5k EFC, from an online calculator or is it what your parents are willing/able to pay? Do a search for meets full need international. There are many lists on this site. The bad news is that most of these schools are highly competitive. Make sure that you explore options in your home country.
It is what my parents are able to pay.
Of course I will have a backup.plan.
Will your government pay your tuition on top of your parents’ offer? (I know that Saudi Arabia used to pay full tuition for boys and for girls with a family chaperone but that there have been more restrictions lately.)
Or are you international, not for the us but for Saudi Arabia and in that case are you a us citizen or other?
$5K will cover your travel and some incidental expenses. So you’ll need a full ride scholarship.
Your best chances may be with schools that automatically grant that much money for qualifying stats equal to (or below) your own. Pay attention to deadlines. If you’re aiming for Fall 2018, you may be too late.

For need-based (not merit) scholarships, only ~6 schools claim to be need-blind and to meet full demonstrated need even for internationals.

Will it benefit me if I took the SAT Chemistry exam? And which scholarships are you referring to?
Easier need based scholarships, there are merit scholarships based on scores.
Look at the merit scholarships at UMontevallo, Miami Ohio, UMW, Montana State, UAH, or named programs like McDermott at UTDallas.
There is a website called Personal College Admissions by a consultant named Jeff Levy. Find this site, and under resources select “FA International Students” This will give you a list of schools and whether they give aid to internationals.
Don’t forget to compare the average awards listed to the actual cost of attendance at the school.
Tulane University in New Orleans is very strong academically and offers lots of merit/need-based aid as well as a lot of full rides that you can apply for. Since money is an issue, I recommend that you look at private schools such as WashU in St. Louis because private schools tend to have large endowments to give scholarships with.
