Counselor didn't put written letter of recommendation in New 2015-2016 Counselor recommendation form

So apparently common app split the school report into “school report” + a new “counselor recommendation form”.
The counselor says s/he will submit a written letter and everything is fine but from what I found and emails to support at common app the only way to now send in a written letter is by using the “optional report form” that can only be sent once.

anyone else have this problem? solutions?
why doesn’t common app make things clearer for overworked and underpaid public school counselors
