Some colleges like Harvard requires counselor recommendation. But what happen if my highschool counselor dosen’t write recommendations? Can I still apply and do I have lower chance getting accepted?

If your application is missing the Common Application’s Counselor’s Report, most US colleges will consider your application INCOMPLETE – as it’s one of the required elements of your file. So, your application will not be considered. You need to find a school official ASAP to invite via the Common App to fill out the report. I would go directly to your principal and ask about the issue, as I’m sure other applicants from your high school have applied to US colleges and someone at your school filled out their Counselor’s Report form.
I do have a guidance counselor, but she dosen’t write recommendation and she told me only teachers do that.
^^ Your guidance counselor is correct, teachers can only complete teachers recommendations.
However, your guidance counselor MUST complete something different, called a Counselor’s Report AND submit an official copy of your high school transcript. You must invite your counselor to submit these forms by providing their email address under COUNSELOR and SCHOOL FORMS on the Common Application. Your application requires 3 items:
a. Two (2) teacher recommendations, which can only be completed by teachers.
b. One (1) Counselor’s report, which can’t be completed by teachers, but must be completed by either your guidance counselor or principal of your school.
OP: your counselor probably resents your “hail mary” application to this school where she thinks you have no business applying and is trying to subtly hint to you not to carry through with it. Your app will literally be making her roll her eyes. Not something you want to do considering her endorsement of you will be required for you to actually GET INTO some of the schools that match you academically.
Frankly, this is exceedingly immature: “I got 12 free college application fee waivers from collegeboard, so why not.” and is probably irritating the h3ll out of your GC. Why don’t you drop that plan and apply to a realistic suite of colleges. If you go playing around w/your GC’s time, you’ll probably end up at a lesser school than if you approached the process maturely and respectful of those whose assistance you so desperately need.
