CS as second degree

I am looking to change careers and complete a BS in computer science from a school ranked #58 for computer science. I have a BA in Finance that was completed from this same school in which my overall GPA was a 3.53. Obviously, they are going to blend my GPA and it will be hard for my overall GPA to soar much higher than that 3.53 mark. However, I have learned much about life and about myself since completing that degree in 2009. Therefore, I feel that I can do much better this time around in grades and being a leader. I aim to get 4.0 and develop other needed skills that I neglected my first time in college. Also, I want to take advantage of some of the great opportunities I passed on my first time at college to open as many doors as possible. The reason I am so stuck on this exact school is that it appears to me to be the best school in the state that I am able to get into. I want to leverage the best brand I am able to. On that note, this college has pretty low tuition for in-state residents. I really cannot afford to move out of state and pay out of state tuition. Is it fine to go back to this school if they are just going to blend my GPA? I really want to stand out this time. Do you feel it is necessary to move out of state and pay out of state tuition at a similarly ranked school just to be able to start with a fresh GPA?
