What does this mean exactly? If I had a extremely strong visual art portfolio I would most likely get admitted?
No. It means if you have strong stats, good essays, and a visual arts portfolio which is strong and stands out in its style from that of other applicants, you will probably be admitted. I don’t think it’s easy to know, however, whether your art stands out from the many talented students who will apply.
