<p>Yale Admission website note posted about disaster impacted area, specifically mentioned that one would not be able to submit via Common Appl site "after 11/1".
So technology wise, that's how the deadline is imposed.</p>
<p>Yale went on to say that one could send in a paper appl.
However the special extension is for hurricanes or earthquake areas ONLY.</p>
