So how are we supposed to meet with advisor and everything months before classes start when we will not be going to UVA by August? I live three hours away from there so I Can go if I want to but do I really need to waste 6 hours just to talk to a person? I can schedule my own courses. Can I just submit the declaration form?

I am not familiar with the transfer process, but any declaration form has to be signed by your advisor, and signed and submitted to Monroe Hall by the director of your undergrad program. You MIGHT be able to get them to sign/submit a Xeroxed copy of your form, but you need to talk to them ASAP. Call them. This isn’t really a question anyone here can answer (particularly since declaration procedure varies slightly based on your department/program).
I don’t know the process for transfer students, but I would assume you could have a phone meeting with your advisor and have any form signed and then scanned and emailed as needed. Take a careful look online at the requirements to declare your intended major. There is a chance you may not be immediately officially qualified to declare a major if you haven’t met all of the requirements. Some departments allow you to declare a major based upon courses you are registered to take, as opposed to what you have completed.
You will be able to get advised and enroll in a major when you go to your orientation this summer. In the SEAS school transfer application we had to put our first and second choice of major, and we are assigned a major based on our earned credits, preference and availability of space.
