"Demonstrates Financial Need" ??

What does it mean when scholarships say "must demonstrate financial need" ? Does that mean your EFC must be really lown and the cost of the school you attend is really high?
But what about people who have high EFCs and need to take out loans to pay for college? Would they qualify as "demonstrates financial need"?

it really depends on the school. I’d say a general marker is if your family makes below 60-80 thousand depending on the school. For example, to qualify for the Blue and Gold Scholarship, your family used to have to make below 70k this year its below 80k and they pay for tuition. My EFC is around 3,500 and my parents make 59,000 so I qualify for a good amount of aid, though i definitely need more.
