Based on OP’s other posts, her son was also denied from the University of Georgia, Virginia Tech & Georgia Tech in addition to Ohio State.
Because of UGA & VT rejections along with Ohio State rejection, there is an undisclosed issue, poor teacher recs or somewhat offensive essay or ???

Perhaps ask your son’s guidance counselor to review the application and follow up.
Wondering if weighted or unweighted? If it’s weighted 3.7, with 11 APs the unweighted may be pretty low? That plus impacted major maybe? Just guessing till OP comes back.
OSU. Virginia Tech, and UGA are no shoe ins these days, especially with a 3.7 GPA. As competitive as the applicant seems on paper so is everyone else applying. Choice of major can dictate admissions as well.

He should have gotten in, very odd. I will say that when it comes to in state students at OSU they take in to account class rank very heavily. I don’t agree with it at all, but if he went to a super competitive high school and wasn’t top 50, it could count against him at OSU, which is unfair in my opinion
Do they have an appeal process? I’ve heard that some other schools do. Good luck. Seems like he should have been accepted.
My D was denied last year with a 3.8 GPA as an OOS student for the education program. From our HS, I think there was about 6 or 7 that were accepted to OSU but all had a 4.0 or higher GPA. The ACT’s seem to be in line with your sons so might be the GPA as an OOS or some other reason. OSU was the only school my D was rejected from of the 5 she applied. Wasn’t her top choice anyway so not a big deal. We looked at UGA but decided not to apply there but my niece and nephew both go there and I know its not easy to get into there even for the in state kids.
Ask your son’s guidance counselor to review the whole file and do a post mortem.
The fact he’s been denied at so many universities indicates there’s a red flag somewhere.

Check his essay and have him rewrite it.
Wait for the list of colleges that miscalculated yield published around May 5. There are often excellent colleges whose yield calculations ere mystified by young people’s sudden preferences for this or that.
