Determining State Residency For Transfer Student

Hey y’all

I am a transfer student, who recently moved from Oregon to New York to attend school. I went to the school in New York (Pratt) for one semester and decided that it wasn’t for me. I moved back to Oregon after the Fall 2018 semester, and have decided that I’d like to continue my schooling at Portland State University. I applied and was accepted but they admitted me as a non-resident. I think I was expecting to be a in-state student because I’ve lived in Oregon for the past 5 years and only moved for about 5 months to attend school.

Is the 12 months living in state prior to applying to school kind of the general rule? I’m not sure if any of you would have an idea about this, but thought I would ask. I already email PSU asking about the residency. Any info is appreciated.

Thanks! So yeah I guess it seems like living in Oregon consecutively for 12 months prior to enrollment is the main requirement. I should have looked into it more. My mom convinced me I was still a resident of Oregon. That sucks!

Seems like Oregon is a state that makes it easy to lose residency for tuition purposes.

Some other states have a provision so that those who graduated high school in the state after enough attendance or residence can retain residency for tuition purposes. Some other states have a provision that attending an out-of-state college does not lose residency for tuition purposes. But it looks like Oregon does not explicitly list those provisions.

However, https://www.pdx.edu/registration/sites/www.pdx.edu.registration/files/Residence_Information_Affidavit.pdf does ask for high school graduation location and reasons for being out of Oregon, so there may be some discretion on the matter.

How old are you? Where do your parents live? If you aren’t old enough to be an independent student, then your residency is probably where your parents live.

If your mom still lives in OR, and you are age 24 or younger and you moved to NY to attend college, then you should still be a resident of OR. Talk to PSU directly.

Even if you’re over age 24, since you moved to NY for the purposes of attending college, you really should still be considered a resident of OR, so talk to them. You didn’t move out of OR to live. You just went away to college.
