Will I Qualify For In-State?

I currently live on the east coast and plan on relocating to Portland, OR. I would like to eventually attend Portland State, but not immediately, as it is not my primary reason for relocating. Mind you, I am not moving to Portland in order to get in-state tuition. I'd probably wait at least a year to enroll once I've moved. I plan on having a full time job and residence in Portland. I am under 24 so I am considered a financial dependent when it comes to aid, even though I am 100% financially independent from my parents.

Thanks for your time.

As long as someone outside of OR is declaring you as a dependent for tax purposes, you will not be considered an OR resident:

But my parents wouldn’t be currently doing that, right? They don’t give me a penny.

You need to ask your parents.

I highly doubt they are. That would be illegal, as I don’t live with them and tgey don’t support me. I’ll ask for confirmation.
