I signed up for Hutchings as my Math 53 lecturer but it seems like most of the Discussion times for his class are full. Can I sign up for Teleman's discussions or does it have to be Hutchings?

Also, are discussions mandatory to attend or are they just if you need help with something?

Discussions are attached to the lecture. Whether or not they are mandatory depends on the instructor. Most of the time they are not de jure mandatory, but are de facto mandatory due to in class quizzes and turning in homework.

Piece of general advice, not to you in particular: Wait until you earn your first A+ at Cal, then start thinking about skipping section or lecture.

Even if you do get A+'s, you should still go to sections and lectures.
