Do a college's average scores represent those of everyone who got accepted or everyone who attends?

A lot of websites show the 25th and 75th percentile SAT/ACT scores for schools, and I can't figure out who is included in these - everyone they admit or everyone who chooses to attend? I know my standardized test scores do not guarantee whether or not I get accepted somewhere, but I think they are a good indicator of how selective schools are. My scores appear to be slightly above the 25th percentile for my reach school which I couldn't go to unless I receive merit scholarships from. Do I have a shot if 72% of students receive institutional aid (is this for who was accepted or for who is attending)? (Also, is Cappex reliable?)

From Ohio State’s Common Data Set:

The chances of you getting Merit Aid from a school in which you are ~25%ile are between slim and none.

Agree with Erin’s Dad. Also, the best source of info to figure out what % of students are getting merit aid and the average amount is the Common Data Set. For most colleges you can find it by Googling “<school name=”"> Common Data Set". There is a financial aid section.</school>
