No. Cal states offer need-based aid to in-state students since they are California public institutions. Expect to pay full fees as an International. There may be some departmental scholarships available on each schools website but nothing like a general school grant to offset costs.
Try looking at private schools in California. USC has a very large number of international students and generous merit aid, if you qualify.

I think only athletic scholarships can be offered to non-Californians.
Let’s use logic. It’s a state school funded by the state government, therefore they have no obligation or want to give FA to internatinoal students.
