Do chances increase at engineering school if you are a girl or out of state?

<p>The main school I am talking about is Colorado School of mines. Right now i have a 3.7 GPA and i have only taken the act once(got a 23) i know that is not near good enough to get in. but the 25th percentile score is a 28, if i get my ACT to a 28 with a 3.7 GPA and extracurriculars what are my chances? I heard since I am a girl they increase and because I am out of state. Is this true? do they like OOS students? I am also looking at Missouri university of science and technology as it is alot cheaper and close to home, so is Louisiana Tech. Could you compare these schools, if you know anything about any of them? THANKS </p>
