So, basically I took a proficiency test for Russian and received 4 language credits that just show as a P (Pass) in my gradebook. Will colleges accept this for their language requirement for admission. Or do they just care that you have proficiency in a certain language. I have taken Spanish 1 in 8th grade. I am extremely nervous regarding this issue, as my prospective colleges might deny me admission over this in the future. If this is an issue should I take Spanish 2 11th and then Spanish 3 in 12th, it just looks like I am all over the place.
It depends on the college as to how proven proficiency in a foreign language is considered.
For UCLA when I went, it was the mandatory, needless requirement. Check the box, 3 years, move on.
P/NP vs grade? Ask the colleges you apply to. Each will have different standards.
Depends on the university, but in general, they still want to see some actual classes being taken during HS.
If you grew up speaking Russian, they will be less-than-impressed.
Is Russian a heritage language in your home…meaning…do your parents speak the language at home, and/or was Russian your first language?
If so…some colleges will not consider this. They are looking at how you Learn a new language, not how proficient you are at one you already know.

See if you can take College Spanish 1 (yes, 1) at a community college nearby this Spring. It’ll cover Middle School Spanish 1a+1b as well as HS Spanish 2. Then you can take Spanish 3 in 11th grade and Spanish 4 in 12th grade. (You can also choose another language than Spanish - they may have fewer students trying to register so it might be easier to do so, unless your HS only offers Spanish).
You can also mention your Russian credits in addition to the foreign language classes taken, grades awarded, and level reached.
Reaching Level 4 in a foreign language meets the entrance requirements for all colleges in the Us, even the most selective.
Reaching level 4 through coursework taken in your HS years will meet the entrance requirements
Showing up in day 1 of HS with credit for reaching level 4 won’t meet the requirements of most selective colleges
