Do colleges consider the individual circumstances?

<p>I need your opinion on a certain issue...
I see lots of people with amazing EC's and lots of awards for so many kinds of competitions. I feel good for them =) But I keep wondering how, and where do they get a chance to do all that.
You see, I live in a city rather disconnected from everything. My school is the only one in the entire city that teaches decent english. There are no things like varsity teams, science clubs, school newspaper, culture clubs... We only have a couple of sports competitions in a month, but never anything big. Outside the school there's not much either.</p>

<p>My grades are really good, and I recently did very well on the PSAT. Academically, I'm not very worried. I would love to participate in extracurriculars, community service, anything, but God there's nothing >.<! There's almost nowhere to do community service... It's depressing because good universities look at outstanding EC's, but they're out of my reach.</p>

<p>Does this mean that I don't have a chance in top universities in the US?</p>
