My grades in my first semester are all 90's except 3 B's (all 89) and my grades in my second semesters are all 90+

My district just changed to a year by year gpa average, so i got lucky, and my GPA is a 4.0 unweighted.

My question is do colleges look at individual grades or do they just look at GPA?

They look at your entire transcript which includes your individual grades and the difficulty of your classes.

They really focus on your individual grades a lot more, since GPA scales vary so much between individual schools. Also, it’s more important that you took challenging courses, than just taking easy ones and getting A’s, which they always stress. Therefore, GPA is not necessarily a large factor (But it still is considered somewhat, so congrats on that 4.0!!!)
