Do colleges that require ACT writing consider non-writing ACT scores if submitted with an SAT?

I was wondering if colleges that Require the SAT or ACT writing consider an ACT without writing if submitted with an SAT. My SAT is a 2160 composite while my ACT (no writing) is a 34 composite. Would it be of any benefit to submit BOTH the SAT and ACT even though the colleges require the writing section? Or would it not make any difference?
