Do colleges value SAT over ACT

It's been a rumor for a long time but colleges seem to refuse it.
However, 95% of the students said ACT is relatively easier than SAT.
Do colleges know that? Do they prefer SAT? Do they weigh them equally?

According to their policies, most colleges (even the top, top schools) weigh them equally.

Take them at the word. Not something to worry about.

Have never seen in any valid study a claim that 95% of students say ACT is easier than SAT so I wonder where your figure comes from. In any event, almost all colleges accept either test without having a preference. An exception is the Cal Poly’s, which are in a state where the SAT has long been the predominate test taken by high school students and which about four years ago decided to declare a preference for which test to submit: the ACT.

There is a reason there is an SAT/ACT Concordance Chart.
