Do I have a chance of getting into the CLA as a transfer student?

I’m currently a student at UMD and want to transfer to the Twin Cities next year. My gpa is a 3.0 after 2 semesters of college. I was hoping to get in as undecided in the CLA and then declare in psych. Would I be able to get in?
