Do I have a chance? Please provide some insight!

Freshman through Junior year GPA: UW-2.89 W-3.01 (Total of 4 honors and 1 AP)
Senior Year GPA (After 1st quarter): UW-3.6 W-3.74 (Total of 2 honors courses)
ACT: Composite-30 (English-34 Math-28 Reading-31 Science-26 Writing-6)
I have ADHD w/ accomodations and had trouble with time management due to an inability to balance theatre w/ academics (unitl this year). Is it true that talent based majors admit student with lower GPAs if the student is exceptional; and to what degree?

I am applying to the following schools and have sat down with an admin/department director at each school (except for Montclair and Rutgers)

Intended Major is a BFA in Theatre design/technology
Ithaca-Passed portfolio prescreen (11/12/15)
Penn State
Michigan State
VCU
Pace
SUNY Purchase
Montclair
Rutgers (Mason Gross)

I have been told that I have a strong portfolio and resume. (By both teachers and proffessors I sat down with)

My ECs include

International Thespian Society: Officer of fundraising/activities
Improv Club
Cappies Critic
Gay straight Aliiance: Vice President
Active Minds
Over 150 hours of community service
I work for Fairfax County Public Schools in Virginia (Paid Student technician)
Overnight camp counselor

I also have strong recommendations and am fortunate enough to forgo financial aid (but only if necessary).
