<p>Stipends are paid out of your graduate supervisor’s operating grant and are standard for all accepted grad students so your nationality is not a factor. However since a research supervisor is footing the bill for you, the main factor affecting your entrance into grad school is whether you can find a supervisor willing and able to take you on.</p>

<p>Going to an international school for $7k anywhere would be difficult (it pretty much wipes out the US and most of Europe from your list). However contact the student aid office and see if they can help you out. If money is so tight you should consider university in your home country.</p>

<p>Scholarships are there though and there are some set aside for internationals, so if you want to beef your chances higher SAT scores= higher probability of getting an award or scholarship. Your best bet is the merit based ones, they dont give out a lot of need based scholarships to internationals.</p>

<p>McGill gave me a $3000 entrance scholarship for just applying, and I only had a 94.5% average and 2210 SAT score.</p>

<p>You can also apply for a $10,000 scholarship too.</p>
