I live in Morocco, and have never been a U.S citizen. However, I plan on studying in the U.S. Am I still eligible for Financial Aid?
It depends on the college. For the most part, you will not get aid, or certainly not sufficient aid, at any public university, but that applies to out of state domestic applicants as well.
Most college websites are pretty transparent about whether they offer FA to international applicants, so looking there is your best bet.
Have you checked to see if your own country offers financial aid for its citizens to study in other countries?

Just to clarify, coming to the US for your education does not require US citizenship. You can attend a university here as a guest of the US on a visa. Once you finish your studies, it is expected that you will return to your country.

My question, however, is… suppose I get an 1700 - 1800 on the SAT. With a good essay and all these extra activities in which i’m involved with at my school, could I still have a slight chance of acceptance at Columbia, even with a 3.0 GPA?

With your stats, it’s highly unlikely that you’ll get into a school that gives much/any aid.
You have to understand that there are a gazillion int’ls with stats like yours. For that reason, it’s unlikely that a US school is going to give you aid.
the schools that give int’ls aid expect MUCH higher stats.
Even American students with stats like yours don’t get much/any aid.
How much will your parents pay?
Anything over $40K is too expensive, i’d say.
Those stats have probably changed by now, I have to go check with my counselor.

are you saying that your parents will pay $40k per year? If so, then there probably are some engg schools.
If your GPA was a 3.0 at the end of junior year, then it couldn’t have gone up much with just one semester of new grades…(and the semester may not even be over yet).
I’m done with the first quarter, I scored A and one B in my classes, so I am saying that the first quarter grades have probably improved my overall GPA.
