<p>Most of UC financial aid is very much tied to being a Calif resident because of Cal Grants - which only Calif students can get. this has always been the case…not just since Calif has had money problems.</p>
<p>The UCs have never been able to meet the need of Calif students…so they certainly can’t help out non-residents whose costs are a LOT higher.</p>
<p>Keep in mind that OOS publics charge high OOS costs for a reason. It wouldn’t make much sense to charge high OOS costs…and then just cover them with need-based aid.</p>
<p>Most OOS publics cannot give much OOS need based aid. UNC and UVA are exceptions…but they also don’t accept many OOS kids.</p>
<p>However, some OOS publics do give great merit scholarships for stats.</p>
