Among the options officials will consider are increased work components in aid packages; extending the more-generous low-income aid package to federal Pell grant recipients; providing scholarships for high schools in under-represented areas of Virginia; increasing merit aid for specific groups; and increased fund-raising.
Officials likely will also explore differentiating between in-state and out-of-state students in terms of aid offered.
