Do UC's pick Citizens over permanent residents?

<p>I have seen a lot of people getting rejected with 3.9+ GPAs who are permanent residents? Does anyone know if this is a policy? It states on the website Citizens or Permanent residents but do you believe permanent residents are overlooked in favor of citizens all things remaining equal? I can understand international visa applicants but I know Permanent residents who have live here longer than I have lived! Does anyone know if this is actually taken into account when accepting or rejecting an application?</p>

<p>Where do you see 3.9+ people getting rejected from? I only really see that when people are applying to really impacted majors, at usually only at the top UC’s, and/or they do not have all the minimum requirements completed.</p>

<p>If you look through the decision threads you see it fairly often… I saw one guy with a 4.0 gpa and recs done, get rejected. Either the rest of his app sucked or the fact he was a Permanent resident played a part.</p>

<p>Nobody know if this is the case?</p>
