do Universities keep high school disciplinary records? (JC transfer applicant)

hey guyz, first time posting here.
well, like the title says, I am currently going to a junior college/ community college with intentions of transferring to a better school. the reason I'm at a JC is that I experienced an extreme form of senioritis in high school; i got 2 F's on my final transcript (both from second semester of senior year) due to cheating, and also got suspended for smoking too close to the school campus. i thought honesty would be the best solution here, so i sent a letter to all the colleges I applied to (some UCs, UVA, UMich, Brown, etc etc) explaining what I've done and such [now, tho, i think that withdrawing the applications would have been the better choice...]. obviously, i got rejected by all of them and now i'm working hard (4.0 so far at my JC) in order to transfer.
Now, onto my question: do these colleges that I applied to maintain all the records of all their past applicants? I'm asking for an obvious reason; i dont want them to reject me again as a transfer applicant just because of a few things i've done in high school.
sorry for this rather long first post, haha. any answers will be appreciated! tyty
