<p>To elaborate, if an institution is putting together a financial aid package for an applicant, does that mean it's likely he or she will be admitted? Because to me it seems illogical and impractical to spend time creating packages for all applicants, even those who will be rejected. </p>

<p>Depends on the school. In many need blind schools the admission and financial aid departments function in 2 separate locations. that being said the financial aid department has a responsiblity to do random audits on the information received the verify the information.</p>
