Does class rank have as much weight for smaller high schools?

I go to a small, public high school in Connecticut, and my grade is rather competitive in comparison to others. I am currently ranked 9 out of 89. This puts me just out of the top 10% of the class, so it concerns me that a lot of colleges will just categorize me as in the top 20%. So basically what I'm asking is, will colleges see me as just a member of the top 20 or 25%, or a kid who almost made it to the top 10%? Or will most not pay too much attention to it if they aren't as concerned about class rank? Will it matter so much because I go to such a small high school?

More info, if necessary (new to CC, not so bright!):
I am applying to more selective schools such as Tulane, Carnegie Mellon, and Northeastern, and I have a weighted GPA of 4.0 and a 2110 SAT score, with a moderate amount of EC's and a few leadership positions.

Colleges don’t only look at class rank, and most ask for “__ out of __”, so Admissions Officers will understand your small-schoolness when you answer “9 out of 89”. Be careful with your GPA, though, make sure you’ve taken challenging enough classes to make this as impressive as it sounds. And as far as your SAT 2110 score goes, just make sure that it’s your CR and Math score that pulls that, because I am not sure if the schools you mentioned above cares much about writing, although that is a very good score.

My class has 20 people, lol. Colleges will understand the small size and not penalize you for it.
