I am guessing the answer is yes, but want to confirm the rule applies to SAT Subject tests as well.

According to the college board both Carnegie Mellon and University of Delaware require all scores for SAT and ACT.

Does this apply to the SAT Subject test scores as well?

Depends completely on the school. There is no “rule.” Call them up to double check. It honestly will only take a sec

Not necessarily. For instance, Stanford requires that you send all SAT I scores, but you can use Score Choice for SAT IIs (or not send them altogether). Like shawnspencer said, it varies from school to school. Check their admission requirements on their website.
