<p>Yes, all public universities in California cannot use race as a factor for admission: UC’s and CSU’s alike. Each state sets their own standards so in many states being a URM will definitely help your application. </p>
<p>I believe it’s only illegal to set quotas for certain races - meaning a school sets an amount of each specific race it will admit.</p>
<p>Race is a factor in admissions, although “unofficially”. It usually only becomes important though in selective universities, where they want to increase diversity. nobody is “denied” for being of any race, but you have increased chances of acceptance at selective institutions if you are an URM.</p>

Michigan
Nebraska
New Hampshire
Oklahoma
Texas
Washington</p>
