Does this look bad to college admissions officers?

I have taken the SAT three times (since sophomore year) and I am about to take it for the final time soon. I have been taking practice tests and making 2100+ but I can not seem to make that score or a similar one while testing.

I am the valedictorian of my school, yet I have horrible SAT scores. What should I do? I am looking into several test optional schools. Do you all have any other advice?

What is your highest score and superscore and did you never try the ACT? I think your score would have to be in the bottom 25 pct of a school to not submit tests even to test optional schools. However there are some very good ones if they suit you. I think it is too bad you started too early.

@BrownParent I was in a circumstance where to participate in a program where I needed to take college credits early I had to take that SAT and then my parents pushed me into taking the SAT even though I wasnt ready. My superscore is a 1600.

I am currently in a country that does not offer the ACT as a testing option so that option is currently unavailable.

In that case I would look at test optional, yes. If some of those tests were in sophomore year then don’t worry too much. If you need to take again just do it.
