Does this October ACT test count？

Hi，I took the October 22 ACT test and received an 33,which is much better than the 30 I got.However，now is November
19 and I cannot send my score until the writing part is ready（probably on November 23. If I send my score through ACT agency as soon as the score is ready，can admission officer still view my newest ACT score and take it into account for the consideration of my admission？

I am apply for Emory University through ED. On the university website it says they accept score taken and sent prior to the end of November.

Thanks！I emailed the admission office last week and they replyed that they can not guarantee that they will view the score send after the application deadline.They will only view it if they have not started evaluation of my application.
Do you know when will admssion officers make their final decision？
