I am an US immigrant and a high school student. English is my second language but I have all As in my English honors courses because I work hard. Do I have to take the SAT then to fulfill the English requirement?
I have my ACT score though. Also, how do you send ACT and SAT subject rest scores to HKU? It doesn't seem to have a college code in SAT handbook.

For american student who has neither IB or A-level, SAT is required. (HKU also require AP&SAT2 for some specific programs) They didn’t mention any thing about ACT on their website tho, you can contact the admission office and find that out.
The English requirements can be waived if you scored 550+ in CR and WR section. Otherwise you gotta take the English standardized tests (TOEFL or IELTS).
About sending the scores, I think they do have a school code, but they just asked me to upload my score reports (which can be downloaded from college board)

I agree with sarantsatsr. SAT is waived only for those in an IB or A-level curriculum. Since you’ve spent all your high school years in the states, I don’t think TOEFL is necessary for foreign applicants like you.Check the website, though - it has a lot of up-to-date information.
