Does UPenn have a quota for each school?

I’m a possible ED applicant for next years applicant pool. I believe I am a competitive applicant, but the thing is, the valedictorian from my school is also applying ED. I barely have better test scores (2200 v. my 35act) than him, but he is a 4.0 applicant and I am a 3.6 applicant(though our weighted hpa is closer because i am ranked 19 and he is obviously 1). My Ec’s are much better than his and other then me being a urm I’m not sure what to think. Does Penn have a record of only taking 1 student per school or having like a quota for each? Thanks!

There are no quotas by high school. Applicants who claim that are trying to rationalize their rejection.

If you a URM and he isn’t, your applications will not even be evaluated side-by-side. Colleges practice demographic grouped admissions so say you are a Hispanic Male, you will only be compared to other Hispanic Males, while say he is a Asian Male, he will only be compared to other Asian Males. I don’t think this is entirely true. They do need to compare across groups to determine the size of each group.

10 people from my HS got into Penn the year I went, so don’t worry about 1 other applicant from your school. As foot whether they’ll compare the two of you – not directly, no; it’s not like your apps will be looked at side by side. But bear in mind files are assigned to admissions officers based on HS/location so the same person will initially review your file. The adcom members are sharp so I can see them saying – we have another app from XYZ HS, this candidate is . . . . But they’re not going to be concerned with – this guy is number 19 and that guy was no. 1. He will get in on his file and you on yours.

@Much2learn‌ It still holds true that if both people of different races/ethnicity, their admission won’t be compared to one another.
