I do want to add a disclaimer on eliminating BFA schools if he want a BA. You really have to dig deep and do your research, and ask about participation for non-majors or non-BFA students.
I know students with BA’s, in other subjects, who did extracurricular theater and went on to grad school or went to NYC to try things out. Of course, at least one ended up going to law school
Bennington has a highly rated theater program and is very flexible, allows for independent and interdisciplinary work, and has a field work semester every winter during which students can go anywhere and do many different types of things as long as the field work office approves. Sarah Lawrence, Vassar, Drew, Skidmore also come to mind.

This doesn’t answer your question.but two schools that seem good for double majoring in the arts and something unrelated are Connecticut College and Muhlenberg.
COLBY College is a possibility, since they have a minor in theater and dance. Their political science department is also very credible.

Colby has a nice campus located in Waterville, Maine. A brother-in-law of mine attended there and focused on theater, though his interest was in set design. He later earned a graduate degree in architecture and that’s his career focus.
@bklynrbn - I am pretty sure Temple allows double majoring because that was my daughter’s plan when she applied there last year… but we were looking at Drama first / second major or minor in Poly Sci. She was admitted to their Honors College as a Drama major which was actually a really fun option for her… but NYU won out. I’d agree with @compmom that I’d avoid most schools who offer BFA MTs if you want to participate fully as a BA candidate. Temple was the exception for us as they openly discussed their BA performance track as a choice for academic kids who also wanted the pre-professional training - they called it their stealth BFA. I really liked their drama dept!
Several people have posted this year that Muhlenberg is currently overwhelmed with Theatre majors so … caveat applicant.
Compmom and CaMoM, thanks for all the assistance! I’ve been doing some research. Skidmore, UVA, University of Delaware, American, Geneseo, U Mass Amherst, Tufts, Bucknell all offer theater and/or music/vocal performance minors. James Madison has a BA program in MT. I don’t know how strong either the poly sci or MT aspects are for each of these schools so that is the next step. U Penn has a double major in theater. Vassar seems pretty flexible. Still working on the list. Wow this is a lot of work! Thanks again.
