<p>Joint is working on the two degrees through a single program.
Dual is working on the two degrees independent of each other at same school.
Your mention:
Penn's M&T=Jerome Fisher Program in Management & Technology
which is "joint" but asking your question about dual degree. You can do a dual degree at any school that offers both majors.</p>
