Your GPA is low for Duke. Not sure the high ACT score will be able to make up for it. Look up the common data set for Duke.
Was just at an accepted students day and the Dean of Admissions described the two part process every applicant goes through. The first is academic suitability which is a combination of test scores, rigor and academic results. Given what he said (and not having all your specifics) I think the disparity between GPA and test score may be a red flag. He indicated about 50% of applicants don’t meet the standard.
From there they look at intangibles and fit.
Again not to be negative on your chances but in an interview several years back Dean Guttentag stated
They had 1,914 valedictorians apply of which 29% were accepted.

Just based on your username, I’d say you have some serious misconceptions about Duke. It’s overall acceptance rate just dropped to around 6%, making it a safety for no one. A high GPA and high test scores are necessary, in addition to ECs, essays, LORs, etc.
Duke is pretty well ranked for fencing- are you recruitable? that might make up for a GPA that will otherwise be a biug obstacle for you.
