Early Decision Rules!!!

If I apply to a private university for EARLY DECISION, then I won't be able to do Early ACTION for private ones but only for state uni.s right?

Not right. Read the Early Decision parameters of the school you’re targeting – it clearly spells it out. In most cases, even with your ED application, you’re allowed to apply to other EAs (priv or publ), just not another ED or a restricted EA (REA or SCEA). And the understanding that if admitted ED, you immediately withdraw all other applications.

Check school’s actual rules. Almost all ED colleges allow you to apply EA elsewhere but not ED. It is EA colleges where you get more varying rules. A small number (Harvard, Yale, Princeton, and Stanford included) do not allow you to apply EA or ED elsewhere with some exceptions such as applying EA to your state public universities. Some other EA colleges allow you to apply EA anywhere else but not ED (e.g., Georgetown). However, majority of colleges with EA programs allow you to apply ED or EA elsewhere.
