Specifically regarding Boston University...
The website says that even if you are accepted early decision, you will not be notified of scholarships until late spring (when regular decision applicants find out).
If I apply early decision and get in, but need to back out later due to insufficient scholarship money, will I be penalized? Is there some kind of deposit I will lose?

Also...
3.9 GPA, 2210 SAT, and plenty of extra curriculars. Good chance of getting in to BU?

ummmm I would highly advise you against ED at Boston University. Though it’s a great school, its admissions is not that competitive.
With grades and SAT scores like that, you could have a fighting chance at Ivy Leagues and other top tier schools.
This especially holds true if financial aid is an issue. BU’s fin aid is not particularly generous. Harvard, UChicago, etc these places have really good financial aid.

Although I might have a chance of getting into other, higher ranked schools, BU is my first choice for many reasons, mainly their strong program for my major.
Do you think that if I am accepted early, they will be less likely to award me scholarships because I have already committed to their school? Or will that have no effect?

It shouldn’t make a difference, but it might. If you are locked in, that would certainly not give them an incentive to try to lure you with more money. I agree with honorscentaur though, i think you should maybe shoot higher than BU, where you will almost assuredly get in RD. Do what you want thoguh.
