Easier to get higher score in state administered test?

Ok well as I recently found out, ACT curves a test to certain percentile bands. But I was just thinking, in my state administered test, there would be a lot of people who don't care much for the ACT and would score lower. These people typically don't go to other ACT's like this past April one. This added amount of low scores in the state administered test would mean that it is easier to get into the higher percentiles. (simple math, 3rd out 30 puts you into top 10%, but 3rd out of 100 puts you in top 3%)

So because you would be in the higher percentiles, would you then be given a higher score?

(btw I live in Illinois, so a lot of poor income neighborhoods in Chicago would be factored into the percentiles)

The curves are decided ahead of time and have nothing to do with who takes the test. The percentiles vary, but each test is equal to other tests. The PSAE is like any other test. Not harder, not easier.
