To teach science at either the elementary or middle school level, does one normally get an education degree or a science degree?

Is it recommended to get the science degree (say Chemistry), then take another year to get the teaching certificate? Or does one just go all 4 years for an Education degree?

i think science major then teacher certificate or science major and education minor

I would say study science. If you study science, you will be more geared toward teaching science. Then, get your teaching certificate. Many school offer teaching certification programs where you can get certified while earning your degree.
