Electrical Engineering Impacted Major Requirements

Good morning, I'm an active duty military member. I'm gearing up to start taking remedial classes and community college courses to get up to speed before separating in a few years. The ultimate goal is to get into UCSD as an Electrical Engineering major.

I've been going through and looking at all the requirements and I'm going to assume all engineering programs will continue to be impacted by the time I'm ready to apply. The UCSD website is saying they want all impacted major applicants to have as many lower division credits completed as possible.

This is all assuming I can knock out most if not all of the general education requirements and all of the math/science lower division classes required for the major through community colleges (Coastline Community College and San Diego City College). I can't find any colleges in the immediate area that I can take the Electrical Engineering lower division courses.

If I can complete everything except those, would I still stand a chance at getting admitted? Or will I have to find another college (say SDSU?) to get those done before applying?

The deal with transfers is that you have to have less than a junior standing when you apply, or else they won’t even look at your application.
That being said, the major you apply under as a transfer doesn’t really matter. The impact-edness of a major is only applicable to undergrads. So basically, you’re just competing for an open spot in the Electrical Engineering department.
I would imagine that they handle a transfer the same way they handle undergrads who want to switch into an impacted engineering major; they have a certain number of spots open in the department, and they take the applications and rank them based on GPA, and just take people from the top of the list until there are no more spots.
Do NOT take any electrical engineering classes at a CC. Not only will it give you more units, which Jacobs tends to not like, but you will probably have to re-take the classes at UCSD. For example, if you take a intro to digital logic class at a CC, UCSD still requires you to take their class on digital logic.
Here are the classes you would be taking if admitted: https://www.ece.ucsd.edu/sites/ece.ucsd.edu/files/ece/assets/docs_undergrad/Transfer%20Plans13_14_0.pdf
