Emerson College vs. UC Santa Cruz

I'm thinking of majoring in film and heading off to the industry when I graduate.
Right now I'm really confused about choosing which school to go to.

I'm more lenient towards Emerson because it has more opportunities to be involved in production. Also, the students over there are more passionate about their majors, which is something that is lacked in the high school I'm going to, and hopefully I can make a legit film over there. However, I've heard that there are some serious safety issues going on that might not make my stay over there pleasent. I heard a rumor that an Emerson student died because of a mafia fight that was around Chinatown. That really creeped me out.

I've heard mixed reviews about UCSC's film program. What I know is that it is more theory based than production based. But other from that, the only reason that I might want to go to UCSC is that it is more easy to transfer to UCLA. What I'm worried about is that my grades won't be able to meet the UC admission limit. Right now my GPA is a 3.40 weighted.

Please help me decide! It would also be very helpful if you could provide information about the film programs in both colleges.
