I am currently getting a thesis based masters at a small school (not in top 100 in US News Engineering ranking). My undergrad (at different school) gpa was kind of low (3.0), but my masters gpa is 3.7.

I have average GRE scores, 161 for Q, 159 for V, 4 for AW.

I am thinking of getting a PhD. With my scores and GPA, what tiers of schools can I aim for ?
Top 30 ? is Top 10 out of the question if I retake the GRE ?

It really is impossible to say for graduate admissions. I will say that those stats likely keep you in the ballpark for at least a few “top 10” schools but with graduate school it is so hit or miss. Keep in mind also that the schools in the “top 10” according to US News may not necessarily be top in your field, and by “in your field” I mean specifically the topic you hope to study for your PhD. All things considered, who your advisor is and how strong he is in his field is usually going to matter more than the name the institution on your degree when it comes to PhD programs. Try to be as well-informed as you can before jumping into a PhD.

I was wondering if I should retake the GRE agains, or is that score pretty much ok ?

Would my current score raise a red flag

Your GRE scores are good, however, if you think you can significantly improve then go for it. If your goal is a top 10 then your quantitative probably could stand to be a bit higher. As a reference point, you would probably be admitted in my school’s (Illinois Institute of Technology) program if your letters of reference are strong.
